Lacson Renews Call to Abolish ‘Leadership Fund’ in National Budget

Sen. Panfilo “Ping” M. Lacson on Thursday renewed his call to abolish the “Leadership Fund” or allocables from the national budget, branding it not merely as another form of pork barrel, but a worse version of the outlawed system.

Lacson said the testimony of former Public Works and Highways Secretary Manuel Bonoan, as well as recent developments on anomalous flood control projects, highlighted how the “Leadership Fund” gave legislators an opportunity to make budget insertions even during the preparation phase of the national budget.

“The Leadership Fund aka ‘allocables’ is a worse version of the outlawed pork barrel system. It added another layer that provided legislators opportunity to make budget insertions even during the Preparation Phase of the national budget, or before the National Expenditure Program (NEP) is transmitted to the Congress for deliberations by both chamber, where further insertions could still be introduced,” said Lacson, who has consistently rejected pork barrel in all its forms.

“With all that said, I maintain that such anomaly in the passage of the national budget must stop,” he added.

Lacson Feels ‘Double Relief’ After Blue Ribbon Leadership Change

Sen. Panfilo “Ping” M. Lacson expressed “double relief” on Thursday over the leadership change in the Senate Blue Ribbon Committee, even as he reiterated he will not ease up in his efforts to fight corruption.

Lacson stressed this after Sen. Pilar Juliana “Pia” Cayetano was named as the new Blue Ribbon panel chairperson, a week after a leadership change in the Senate.

“Double relief. I feel relieved that I am now relieved of my duties as the Senate Blue Ribbon Committee chairman,” he said in a post on his X account.

Lacson Responds to Sen. Pia Cayetano’s Lament vs Minority Bloc

How can anyone check on the members of the majority bloc when they – or some of them – were busy trying to link the minority bloc to a shooting incident inside the Senate building last May 13?

Sen. Panfilo “Ping” M. Lacson thus responded Thursday to Sen. Pilar Juliana “Pia” Cayetano’s lament that none of her colleagues checked on her and fellow majority bloc members during the incident.

On the Prospect of Three Dutertes Running for Senator in 2025

The apple doesn’t fall far from the tree. Like the father, the daughter believes that part of wise and smart politics is to confuse and keep them guessing; create an issue that evokes discourse thus accomplishing awareness while getting a glimpse of the pulse of the electorate. That said, I don’t think there is any firm decision made by any of the three Dutertes.

Senate 2025: Three Duterte’s, three Tulfo’s, two Villar’s, two Cayetano’s, two Ejercito-Estrada’s, and the list goes on… because it is what it is – by the people, for the people, of the people.
