Lacson Links Ex-DPWH Chief Bonoan to Pampanga Contractor Business

Resigned Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan turns out to be part of a family contractor business that bagged huge government projects in Pampanga, Senate President Pro Tempore Panfilo “Ping” M. Lacson revealed Tuesday.

In his privilege speech, Lacson said Bonoan’s daughter Fatima Gay Bonoan-dela Cruz is treasurer of MBB Global Properties Corp., owned by the family of Candaba Mayor Rene Maglanque.

“Kaya naman pala ang palaging depensa ni dating DPWH Secretary Bonoan – isolated case lang daw ang nakita ni Pangulong Bongbong Marcos na ghost project sa Bulacan. Ayaw na siguro ni Bonoan na maungkat pa sa imbestigasyon ang Globalcrete (So that’s why former DPWH Sec. Bonoan claimed the anomalous projects that President Ferdinand Marcos Jr. saw in Bulacan were ‘isolated cases.’ Perhaps Bonoan did not want the investigation to reach Globalcrete),” Lacson said.

DPWH’s Casino Royale: Lacson Links ‘BGC Boys’ to Money Laundering

They weren’t just betting chips, they were betting the people’s money. And instead of building flood control projects, they were building their casino aliases – and possibly laundering money in the process.

On this note, Senate President Pro Tempore Panfilo “Ping” M. Lacson detailed Tuesday the casino escapades of the so-called BGC Boys of the Department of Public Works and Highways (DPWH).

In his second privilege speech on the corruption behind anomalous flood control projects, Lacson said the BGC Boys – not Bonifacio Global City, but Bulacan Group of Contractors – used aliases to enter and gamble away millions of pesos in taxpayers’ money.

“On top of their million-peso wristwatches, signature clothes and sneakers and whatever else lavish lifestyles, these five erstwhile DPWH officials of the Bulacan 1st district engineering office gained them a moniker – ‘BGC boys.’ Not Bonifacio Global City boys but rather – the Bulacan Group of Contractors as they have been known to casino employees. Hindi tambay ng High Street sa BGC ang mga ito — Hell Street siguro, puwede pa, Ginoong Pangulo (They don’t hang around at BGC’s High Street, but in Hell Street),” he said.

Flooded Gates of Hell: Privilege Speech on Corruption Involving Flood Control Projects

Mr. President, esteemed colleagues, I rise today on a matter of personal and collective privilege.

BEFORE I START MR. PRESIDENT AND WITH THE INDULGENCE OF OUR DISTINGUISHED COLLEAGUES – LET ME PUT THIS ONE ISSUE AWAY FIRST. THE USEC THAT I MENTIONED TO HAVE OFFERED OUR SENATE PRESIDENT TO MAKE “INSERTIONS” IN THE 2026 NEP VEHEMENTLY DENIED IT TO HER NEW BOSS, DPWH SEC VINCE DIZON, AND TO HIS FACE AT THAT – WAS ACTUALLY LYING THROUGH HER TEETH. DAPAT ALAM NIYA NA HINDI AKO BASTA NAGSASALITA NANG WALANG KATIBAYAN.
