Lacson Bill Boosts Insurance Benefits for Barangay Captains

Barangay captains who risk their lives as front-liners in ensuring security and rendering basic services to their communities may finally get a much-needed benefit in the form of a higher insurance coverage, if a bill by Sen. Panfilo M. Lacson is passed into law.

Senate Bill 254, the “Additional Barangay Captains’ Insurance Act of 2016,” seeks to give barangay captains insurance benefits other than those provided by the Government Service Insurance System (GSIS) under Republic Act No. 8291.

“In the conduct of these functions, especially during emergencies and calamities, barangay chief executives are the front-liners, putting their lives at risk in the service of their respective constituents,” Lacson said in his bill, adding the added insurance is “in recognition of their contribution to the community and in advancing their welfare as public servants.”

Ping: Dagdag na P200,000 sa Barangay Captain na Mapapatay sa Serbisyo

Kumilos na si Senador Panfilo Lacson para madagdagan ang mga umiiral na benepisyong ibinibigay ng pamahalaan sa mga kapitan ng mga barangay, kapalit ng pamumuno at serbisyong ipinagkakaloob nila sa mga nasasakupan.

Sa Senate Bill 254 na iniakda ni Lacson at pinamagatang “Additional Barangay Captains Insurance Act of 2016,” isinusulong nito ang pagkakaloob ng seguro sa mga kapitan ng barangay na mapapatay o kaya ay mapapahamak sa pagganap sa tungkulin.

Sa ilalim ng nabanggit na panukala, nilinaw ni Lacson na kung tatambangan o mapapatay sa pagganap sa tungkulin ang isang barangay captain, tatanggap ang kanyang mga naulila ng P200,000; karagdagang P50,000 para sa pagpapalibing; at P100,000 sa nagastos sa gamutan.

Lacson Bill Requires Prepaid SIM Card Registration to Stop Scams, Crimes

With the growing popularity of smart mobile devices such as phones, tablets and watches comes the risk of text-based and online scams, some of which may allow an attacker to steal a user’s identity and commit crimes in his or her name.

To fight this, Sen. Panfilo M. Lacson filed a bill requiring the registration of prepaid subscriber identity modules (SIMs) dubbed the “Prepaid Subscriber Identity Module (SIM) Cards Regulations Act of 2016.”

“Possession of the most modern technology comes with tremendous responsibility. A mechanism must be put in place to ensure its effective use for the good of all while preventing its illegal or malicious use to benefit a few. Towards this end, the State shall regulate the use and sale of pre-paid SIM cards for users of cellular phones and other mobile devices only to persons who shall comply with the requirements herein set forth,” Lacson said in Senate Bill 252.

Ganitong uri ng patakaran ang ipapatupad ng pamahalaan sa sandaling maisabatas na ang panukalang inihain ni Senador Panfilo Lacson tungkol sa paghihigpit sa pagbibenta ng prepaid subscriber identity module (SIM) card sa publiko.

Pangunahing layunin ng Senate Bill 252 na tinaguriang Prepaid Subscriber Identity Module (SIM) Cards Regulations Act of 2016, na sugpuin ang krimen at mga kabulastugang nagaganap gamit ang mga gadgets gaya ng mga cellular phones at iba pang mga kauri nito.
