Lacson: P1.939 Trillion Spent for Flood Control, Yet Floods Remain Uncontrolled

Despite the government spending P1.939 trillion on the Department of Public Works and Highways (DPWH)’s flood control management program from 2011 to 2025, floods remain uncontrolled, Sen. Panfilo “Ping” M. Lacson lamented Monday evening.

Lacson made the observation as heavy monsoon rains caused widespread flooding and disrupted activities in several parts of the country, including Metro Manila, in recent days.

“FLOOD CONTROL VS UNCONTROLLED FLOOD: PhP1.939 trillion funded the DPWH flood control management program under three presidents from 2011-2025 and the result is uncontrolled flood,” he said in a post on X.

Lacson cited historical data on DPWH flood management spending under the Aquino, Duterte and Marcos administrations from 2011 to 2025, with annual funding for flood management breaching the P100-billion mark in 2018:

Last year, Lacson observed that while the DPWH spent more than P1 trillion for flood management for the past 15 years – or some P350 million a day -the problem still persists.

Since then, he has exposed anomalous flood control projects in areas including Bulacan and Mindoro Oriental through privilege speeches and Blue Ribbon Committee hearings.

Also, he and his staff uncovered several anomalous slope protection projects and illegal reclamation activities in Taguig City, and have turned over the related evidence to the Office of the Ombudsman.

Sa kabila ng paggastos ng pamahalaan ng P1.939 trilyon sa flood control management program ng Department of Public Works and Highways (DPWH) mula 2011 hanggang 2025, “uncontrolled’ pa rin ang mga baha, ayon kay Sen. Panfilo “Ping” M. Lacson nitong Lunes ng gabi.

Ginawa ni Lacson ang obserbasyon matapos magdulot ng malawakang pagbaha at pagkaparalisa ng mga aktibidad sa ilang bahagi ng bansa, kabilang ang Metro Manila, ang malalakas na pag-ulan ng habagat nitong mga nakaraang araw.

Noong nakaraang taon, sinabi ni Lacson na bagama’t higit P1 trilyon ang ginastos ng DPWH para sa flood management sa nakalipas na 15 taon — o mga P350 milyon kada araw — patuloy pa rin ang problema sa pagbaha.

Mula noon, isiniwalat niya ang mga maanomalyang flood control project sa mga lugar kabilang ang Bulacan at Oriental Mindoro sa pamamagitan ng mga privilege speech at pagdinig ng Blue Ribbon Committee.

Kasama rin ang kanyang mga tauhan, natuklasan niya ang ilang maanomalyang slope protection project at ilegal na reclamation activities sa Taguig City, at isinumite na ang mga kaugnay na ebidensya sa Office of the Ombudsman.
