Ping Lacson to be Part of Senate’s Conscience Bloc

When the Senate of the 20th Congress convenes for the first time on Monday, Sen. Panfilo “Ping” M. Lacson will be part of the Senate’s “conscience bloc.”

Lacson said Saturday that the bloc will also include former Senate Presidents Vicente “Tito” Sotto III and Juan Miguel Zubiri, along with Loren Legarda – and possibly Risa Hontiveros.

He said that while the bloc will not likely be part of the majority, he hopes its name will become infectious and encourage the other senators to be conscientious.

“We hope the bloc becomes infectious. We are not saying those who don’t join us do not have a conscience. But we want those with a conscience to share our advocacies. If they don’t believe in our bloc, we are not forcing them to join,” he said in Filipino in an interview on DWIZ radio.

Ping Lacson’s Land Use Bill to Bolster Food Security, Environmental Integrity, Disaster Risk Reduction

Sen. Panfilo “Ping” M. Lacson has filed a bill instituting a national land use policy that will enhance sustainable development, environmental integrity, disaster risk reduction, food and water security, and equitable access to land.

In Senate Bill 400 titled “National Land Use Act of the Philippines,” Lacson also sought the establishment of a National Land Use Commission which shall serve as the policy-making and coordinating body.

“The proposed National Land Use Act represents a significant legislative effort to bring order and coherence to land use planning and management in the Philippines. The emphasis on sustainable development, and protection of critical resources mandates a long term vision for resource stewardship. If enacted, this legislation would provide a robust legal framework to guide development, enhance food and water security, mitigate disaster risks, and promote equitable and inclusive growth across the archipelago,” he said in his bill.

Ping Lacson Welcomes Healthy Exchange of Ideas to Fine-Tune Parents Welfare Act

Sen. Panfilo “Ping” M. Lacson stressed Monday that he welcomes a healthy exchange of ideas from the public to fine-tune and enrich his proposed Parents Welfare Act, including by attending hearings on the bill.

Lacson said that while some noise online from uninformed or misinformed netizens threatened to undermine the intent of his bill, he appreciates those who aired their concerns in a constructive way.

“I still do appreciate those who articulated their concerns in a constructive manner. Whether we admit it or not, the online discourse has shed light on the evolving nuances of family relationships, likely shaped by modern times. As lawmakers, our role is to study those concerns as we fine-tune the contents of our proposals,” he said.

“Welcome naman itong mga discourse na ganito, ang mga criticism, argument at counter-argument, welcome yan kasi nae-enrich ang panukalang batas (The discourse on the subject is welcome, along with constructive criticisms, arguments and counter-arguments, if they will enrich the measure),” he added in an interview on True FM on Monday.

What the Proposed Parents Welfare Act Is, and Isn’t

By Senator PANFILO M. LACSON
July 21, 2025

Like many of us, Filipinos, I loved my parents dearly and unequivocally. I never left them in their old age, nor on their sickbed, and I supported them until they breathed their last.

I did everything I could to hold on to them in the waning years of their lives. Despite the bleak odds implied by their doctors, my siblings and I kept hoping and praying that they could recover and stay a little longer with us.
