Sen. Lacson sponsored the 2019 budgets of the following agencies during the Senate’s deliberation of the P3.7-trillion budget for 2019:
* Autonomous Region in Muslim Mindanao: P31.117 billion
* Commission on Human Rights: P826.196 million; including P31.498 million for the CHR’s Human Rights Violations Victims’ Memorial Commission
* Mindanao Development Authority: P159.25 million
* Southern Philippines Development Authority: P265.468 million
* National Commission on Muslim Filipinos: P793.457 million
* Office of the Presidential Adviser on the Peace Process: P688.659 million; funding request for the PAMANA infrastructure project was disapproved at the committee level

On ‘Pork’ in the 2017 General Appropriations Act

The Department of Public Works and Highways regained its slashed P8-billion “pork” in the General Appropriations Act of 2017. Not only that, it got an additional P497 million, at the expense of the Calamity Fund.

Apparently, the P8.557 billion plus another P497 million added to the budget of the DPWH, which increased by P9.054 billion (from P445.766 billion to P454.721 billion), came from the huge cuts suffered by NDRRMF (National Disaster Risk Reduction and Management Fund) or Calamity Fund under the Special Purpose Fund, which was reduced from an original budget of P37.255 billion (in the NEP) to a mere P15.755 billion (in the GAA), or a reduction of P21.5 billion.

What is unfortunate is that with massive devastations brought by recent calamities starting with Pablo, Yolanda, Karen, Lawin, Nina, to name some, most of the victims might be left to fend for themselves instead of getting sufficient assistance from the government. Yolanda for example still needs at least P100 billion to fully recover. As then PARR, I recommended a funding of Php167.8 billion and up to now, looking at the annual budget being appropriated for that purpose since 2014, the amount has been a trickle in the bucket compared to the total budget required.

Paano Nagkaroon ng Libreng Tuition ang Estudyante sa SUCs sa 2017

Sen. Lacson narrates how the P8.3 billion in ‘pork’ he discovered in the DPWH budget became free tuition in SUCs for 2017…

“During caucuses, kasi mahaba ang caucus namin, marami actually, dahil ang pinaka contentious issue ang P8.3b na nasa NEP, sa ARMM, tinanggal sa GAB sa House of Representatives, nilipat sa DPWH pero ang implementation nananatili sa ARMM… Sabi ko hindi pupwede because we will all be violating the (ARMM) organic act… During one of our caucuses sila nag-suggest na ilagay natin sa SUC para pakinabangan sa free tuition ng deserving college students, mga iskolar ng bayan, mga college scholars.”

Lacson Pushes P1.16-B Realignment of ARMM Budget to Social Services, Overdue Pension Payments

After getting a glimpse of alleged abuses and corruption by some members of the Ampatuan clan in Maguindanao, Senator Panfilo M.
