Inside Job Robbery Versus The People of the Philippines

For Senate President Pro Tempore Panfilo “Ping” M. Lacson, the flood control project scandal is more than a case of corruption – it is a greed-fueled “inside job robbery” against the Filipino people.

Lacson, who chairs the Senate Blue Ribbon Committee looking into the scandal, said the extent of corruption uncovered so far shows the uncontrollable lust for wealth by those involved.

“With all that has been exposed so far by our Senate inquiry, even my ‘corruptionary’ won’t have the words for the insatiable greed of those government officials involved in what I can only describe as an ‘inside job robbery’ committed against the People of the Philippines,” he said in a post on X Wednesday night, the eve of the panel’s next hearing.

Lacson Adds ‘SAHOD’ to CORRUPTIONary of Flood Control Projects; Bares ‘Accreditation for Sale’ Scheme

Sen. Panfilo “Ping” M. Lacson’s CORRUPTIONary, or the dictionary of corrupt practices in the wake of the flood control scandal, continues to grow.

On Wednesday, Lacson added a new term to the CORRUPTIONary: “Sahod,” or the collusion among contractors who take part in a bidding for infrastructure projects even if they know the result beforehand.

“Ito ang collusion ng contractors na sumasama sa bidding. Alam nilang talo sa bidding, sasahod sila, babayaran sila para matalo para maging legit ang bidding. Kailangan may kasamang iba pero kasama sa gastos yan (This is the collusion of contractors who take part in a bidding. The other contractors know they will not win but they join anyway to make the bidding seem legitimate because they will get a share),” Lacson said during the interpellation of his privilege speech on flood control projects.

Lacson Compiles ‘CORRUPTIONary’ in the Wake of Anomalies in Flood Control Projects

Distinct. Funders. Passing Through/Parking Fee. Reseta. These are among the first batch of terms in a “corruptionary” or dictionary of corrupt practices compiled by Sen. Panfilo “Ping” M. Lacson in his investigation of anomalies that marred flood control projects in many parts of the country.

Lacson cited these terms in his privilege speech Wednesday afternoon, where he detailed the schemes that siphoned at least half of P1.9 trillion from taxpayers for the last 15 years.

“In the course of our research and investigation, we encountered several words – their meanings, we could not find in the dictionary. So we looked somewhere else. Alas! We found them – in the ‘corruptionary,’” he said.
