Lacson Bill: Pekeng Testigo Damay sa Asunto ng Akusado

Sa halip na ang akusado, ang nagsisinungaling na testigo laban sa kanya ang babalikat sa mga parusa sa kaso o mga kasong kinakaharap ng una oras na maisabatas ang panukalang inihain ni Senador Panfilo Lacson sa Mataas na Kapulungan ng Kongreso.

Sa Senate Bill 253 kasi na inihain ni Lacson at naglalayong amyendahan ang ilang mahahalagang nilalaman ng Revised Penal Code, ipinunto ni Lacson na dapat na ipaako sa testigo ang kaso ng idinidiin nito sa isang kaso o asunto oras na mapatunayang nagsisinungaling lamang ito o gumagawa ng kuwento.

“Any person who shall give false testimony in any criminal case shall suffer the same penalty for the crime the defendant is being accused of,” banggit niya sa naturang panukala.

Lacson Bill Gamot sa Kamot-Batok na Land Valuation ng Gobyerno

Kikilos na ang Mataas na Kapulungan ng Kongreso para makalikha ng nag-iisang batayan at alituntunin lamang sa land valuation o pagtaya ng halaga at mga buwis na babayaran para sa isang partikular na ari-arian.

Ito ay sa pamamagitan ng Senate Bill 44 na tinaguriang Real Property Valuation and Assessment Reform Act na isinusulong ni Senador Panfilo Lacson.

Ang naturang panukala ay bunsod ng mga impormasyong nakakarating sa tanggapan ni Lacson na sa kasalukuyang sistema, iba-iba umano ang balwasyon ng iba’t ibang ahensiya ng pamahalaan sa isang partikular na ari-arian lamang.

Lacson Bill Sets Unified Standards, Processes for Land Valuation

The confusion caused by different standards used by different local government units to compute real property taxes may soon be gone, once a bill filed by Sen. Panfilo M. Lacson is passed into law.

Senate Bill 44, the proposed “Real Property Valuation and Assessment Reform Act,” seeks to draw up uniform standards and methods of real property valuation to help LGUs maximize revenue collections, and in turn promote genuine local autonomy.

“Multiple land valuation systems and methodologies used by at least 23 national government agencies and 1,712 LGUs, including private individuals and institutional appraisers—each using their own systems and measures, (result) in as many conflicting values for the same piece of real property,” Lacson said.

Lacson Bill Seeks to Allow Wiretaps vs Coups, Money Laundering, Drug Cases

Philippine law enforcers may soon have more teeth against dangerous crimes like drugs, money-laundering and coups, with a bill filed by Sen. Panfilo M. Lacson allowing wiretaps against those involved in such cases.

Lacson’s Senate Bill 48 seeks to amend Republic Act 4200 to include certain crimes where wiretapping may be deemed lawful under certain circumstances.

“(W)iretapping, though limited in its applications, has been an effective tool by our law enforcement agencies against criminal elements who have wreaked havoc, instability and lack of equanimity in our country to the detriment of many of our peace-loving citizens. Unfortunately, there are still certain crimes that are not covered under the said exceptional cases, which put not only the lives and property of our people in paramount danger, but also pose a grave threat to our nation’s security. The peace-and-order situation in the country gives testament to this fact and thus, it is imperative for us to revisit RA 4200 in order to further enhance its effectiveness,” he said.

Lacson Bill: Wiretap vs Drug Lords, Money Launderers, Mutineers Papayagan

Dapat na i-wiretap ng mga awtoridad ang mga linya ng komunikasyon ng mga indibiduwal o grupong sangkot sa ilegal na droga, money laundering at pagpapatalsik sa pamahalaan upang ang mga ito ay madaling mausig at mapanagot sa batas.

Ito ang pangunahing layunin ni Senador at dating Philippine National Police Chief Panfilo Lacson sa paghahain ng Senate Bill 48 na naglalayong amyendahan ang Republic Act 4200 o ang Anti-Wiretapping Law para baguhin ang mga probisyon tungkol sa mga binabantayan na kalaban ng lipunan at mga awtoridad.
