Ping: Isang ID Lang Para Mabilis ang Transaksiyon

Kung isang identification card (ID) na lamang buhat sa pamahalaan ang ibibigay sa publiko, laking ginhawa ang tatamasahin ng mga ito sa pakikipagtransaksiyon sa iba’t ibang mga ahensiya, pampubliko man o pribado.

Ito ang pangunahing adhikain ni Senador Panfilo Lacson sa pagsusulong ng Senate Bill 41 na natutungkol sa paglikha ng National Reference System na nagsusulong na pag-isahin na lamang ang mga ID na iniisyu ng pamahalaan.

Paliwanag ng mambabatas sa kanyang panukala, napakahirap umano para sa isang mamamayang Filipino na isaulo ang mga numero ng iba’t ibang ID na iniisyu ng pamahalaan kaya’t natural lamang babagal ang proseso at transaksiyon ng mga ito.

Lacson Seeks Easier Transactions, Better Fight vs Crime with National Reference System Bill

The public may soon have an easier time transacting with the Philippine government with the establishment of a National Reference System, as provided for in Senate Bill 41, filed by Sen. Panfilo M. Lacson.

Lacson noted it is becoming growingly impractical for a person to remember various numbers issued by government agencies, such as tax identification, student, passport, and government and social security numbers.

Also, Lacson – who headed the Philippine National Police from 1999 to 2001 – said a National Reference System can help government law enforcers deter criminality and terrorism by facilitating the processes of apprehension and prosecution.

Lacson Bill Seeks to Fulfill Constitution’s Provision vs Political Dynasties

After nearly 30 years, the Philippine Constitution’s provision prohibiting political dynasties may finally be fulfilled, with a bill filed by Sen. Panfilo M. Lacson.

Lacson said Senate Bill 49 seeks to implement the 1987 Constitution’s provision to give all Filipinos equal access to opportunities in public service by thwarting political dynasties.

“While the State recognizes the pernicious effects of political dynasties, there is still no enabling law to prohibit its existence in the political arena. Influential clans and families that are well-entrenched in the political arena have made positions in government their virtual playgrounds, resulting in the proliferation of small monarchies all over the country. This makes a mockery of what should otherwise be a level-playing field in politics and espouse political inequities,” he said.

Ping, Aarangkada vs Political Dynasty

Kumilos na si Senador Panfilo Lacson para pigilan ang pamamayagpag ng political dynasty o sabayang pagkakahalal sa mga magkakamag-anak sa iba’t ibang puwesto sa mga lugar na sakop ng mga ito.

Sa Senate Bill 49 na inihain ni Lacson, ipinaliwanag nito kung gaano kahalaga na matigilan na ang nabanggit na sistema na sa halos 30 taong nakalipas ay pinagpasasaan ng mga maiimpluwensiyang magkakamag-anak sa isang lugar.

Dito sa Pilipinas, karaniwan na lamang na kapag ang isang politiko ay nahalalal sa mataas na posisyon sa lugar na nasasakupan nito, may mga miyembro ng pamilya o kalapit na kaanak na nananalo din sa mas mababang puwesto.

Lacson Bill Adds Casinos, Real Estate Brokers, Art and Vehicle Dealers to Anti-Money Laundering Act Coverage

To better equip Philippine authorities to fight money laundering, Sen. Panfilo M. Lacson has filed a bill expanding the coverage of the Anti-Money Laundering Act (AMLA) to include Designated Non-Financial Businesses and Professions (DNFBPs) such as casinos, real estate brokers, and dealers of art works and motor vehicles.

Lacson, in Senate Bill 45, said the Financial Action Task Force has noted how money launderers now use such businesses and professions to cover their illegal transactions, with the casino industry seemingly attractive for those undertaking money-laundering activities.

“While the contributions of the (casino) industry are acknowledged, it is also understood that casinos are equally exposed to the raging threats of money laundering,” Lacson said in explaining the inclusion of casinos in the AMLA’s scope.
