Lacson Bill Adds Casinos, Real Estate Brokers, Art and Vehicle Dealers to Anti-Money Laundering Act Coverage

To better equip Philippine authorities to fight money laundering, Sen. Panfilo M. Lacson has filed a bill expanding the coverage of the Anti-Money Laundering Act (AMLA) to include Designated Non-Financial Businesses and Professions (DNFBPs) such as casinos, real estate brokers, and dealers of art works and motor vehicles.

Lacson, in Senate Bill 45, said the Financial Action Task Force has noted how money launderers now use such businesses and professions to cover their illegal transactions, with the casino industry seemingly attractive for those undertaking money-laundering activities.

“While the contributions of the (casino) industry are acknowledged, it is also understood that casinos are equally exposed to the raging threats of money laundering,” Lacson said in explaining the inclusion of casinos in the AMLA’s scope.

Lacson Bill sa Money Laundering Tutok sa Casino, Real Estate Brokers, Atbp

Ipupurisige ni Senador Panfilo Lacson ang krusada laban sa pagpasok sa bansa ng salaping kinita sa mga ilegal na aktibidad o money laundering activities.

Sa Senate Bill 45 na inihain ni Lacson na naglalayong amyendahan ang umiiral na Anti-Money Laundering Act sa bansa, dinagdagan pa ng mambabatas ang mga aktibidad na ibibilang sa mga babantayan kaugnayan sa nabanggit na ilegal na transaksiyon.

Kabilang sa mga aktibidad na imomonitor ng mga awtoridad batay sa panukala ni Lacson ay ang operasyon ng mga casino, real estate brokers, mga nagbebenta ng artworks at maging mga negosyante ng mga mamamahaling sasakyan.

Ping: Presidente, Taga-Gobyerno, Babaklasin sa Bank Secrecy Law

Maaari nang mausisa ng publiko ang mga bank accounts ng mga matataas na opisyal ng pamahalaan sa oras na maisabatas ang panukalang inihain ni Senador Panfilo Lacson.

Pangunahin kasing layunin ng Senate Bill 47 na inihain ni Lacson na amyendahan ang ilang nilalaman ng Republic Act 1405 o ang Bank Secrecy Law bunga na rin ng pagiging “madamot” nito sa publiko kaugnay sa mga detalye ng mga opisyal at kawani ng pamahalaan.

Partikular na probisyon ng naturang batas na nais maamyendahan ng senador ay ang bahaging nagbabawal sa mga bangko na isiwalat sa publiko ang mga bank accounts ng mga opisyal halal man o itinalaga at mga kawani ng pamahalaan.

Lacson Bill Exempts Farmers from Paying Irrigation Service Fees

Good news for farmers: They may no longer have to pay for irrigation fees as the government will shoulder the costs, once a bill filed by Sen. Panfilo M. Lacson is passed into law.

Lacson’s Senate Bill 43, dubbed the “Free Irrigation Services Act,” is one of his legislative priorities in the 17th Congress, and seeks to help many farmers still recovering from droughts caused by the El Nino weather phenomenon.

“Irrigation is a very basic governmental function that can very easily be shouldered by the State. It does not have to be passed on to farmers. Considering that it is a key factor in increasing agricultural productivity, having the State subsidize it will go a long way in ensuring adequate food supply and the early recovery of the principal means of livelihood of people in disaster-hit and poverty-stricken areas. Thus, it is the intention of this bill to revoke the ISF (Irrigation Service Fees) and to make irrigation services free for all farmers,” he said.

Mga Magsasaka, Libre at Unli ang Patubig sa Lacson Bill

Malilibre na ang mga magsasaka sa pagbabayad sa patubig na ipinagkakaloob ng pamahalaan dahil isasama ang pondo ng serbisyong ito sa pambansang gastusin na isinasabatas ng Kongreso taun-taon.

Ito ang pangunahing nilalaman ng Senate Bill 43 na pinamagatang Free Irrigation Services Act na inihain at iniakda ng nagbabalik na si Senador Panfilo Lacson sa hangaring mabawasan ang gastusin ng mga maliliit na magsasaka.

Ayon sa mambabatas, nararapat lamang umano na ilibre na ang mga magsasaka sa pagbabayad sa mga serbisyo ng patubig dahil kung anu-anong problema na ang inabot ng karamihan sa mga ito, pinakahuli ay ang El Nino phenomenon na tumama sa malaking bahagi ng bansa.
