Lacson Bill Exempts Farmers from Paying Irrigation Service Fees

Good news for farmers: They may no longer have to pay for irrigation fees as the government will shoulder the costs, once a bill filed by Sen. Panfilo M. Lacson is passed into law.

Lacson’s Senate Bill 43, dubbed the “Free Irrigation Services Act,” is one of his legislative priorities in the 17th Congress, and seeks to help many farmers still recovering from droughts caused by the El Nino weather phenomenon.

“Irrigation is a very basic governmental function that can very easily be shouldered by the State. It does not have to be passed on to farmers. Considering that it is a key factor in increasing agricultural productivity, having the State subsidize it will go a long way in ensuring adequate food supply and the early recovery of the principal means of livelihood of people in disaster-hit and poverty-stricken areas. Thus, it is the intention of this bill to revoke the ISF (Irrigation Service Fees) and to make irrigation services free for all farmers,” he said.

Mga Magsasaka, Libre at Unli ang Patubig sa Lacson Bill

Malilibre na ang mga magsasaka sa pagbabayad sa patubig na ipinagkakaloob ng pamahalaan dahil isasama ang pondo ng serbisyong ito sa pambansang gastusin na isinasabatas ng Kongreso taun-taon.

Ito ang pangunahing nilalaman ng Senate Bill 43 na pinamagatang Free Irrigation Services Act na inihain at iniakda ng nagbabalik na si Senador Panfilo Lacson sa hangaring mabawasan ang gastusin ng mga maliliit na magsasaka.

Ayon sa mambabatas, nararapat lamang umano na ilibre na ang mga magsasaka sa pagbabayad sa mga serbisyo ng patubig dahil kung anu-anong problema na ang inabot ng karamihan sa mga ito, pinakahuli ay ang El Nino phenomenon na tumama sa malaking bahagi ng bansa.

Lacson files LGU-Empowering Budget Reform Bill to Achieve Inclusive Growth

A budget reform bill by Sen. Panfilo M. Lacson seeks to give local government units an active role in nation building by providing them with much-needed funding for their development projects.

Senate Bill 40, dubbed the Budget Reform for Village Empowerment Act of 2016, lets territorial and political subdivisions enjoy meaningful local autonomy to attain their fullest development as self-reliant communities.

“By giving the LGUs the necessary wherewithal to be active participants in the development of our country, we will end the culture of mendicancy and political patronage that viciously thrive in our system. Ultimately, this will help us realize the elusive inclusive growth that we all aspire for as a nation,” he said, adding the bill seeks to distribute funds equitably among national government agencies and LGUs.

LGU, Direktang Dadaluyan ng Pondo sa Panukala ni Ping

Direkta nang madadaluyan ng pondo buhat sa kaban ng bayan ang mga lokal na pamahalaan upang matustusan ang mga pangangailangan ng mga proyektong pampayamayanan na ipinatutupad ng mga ito.

Ito ay sa pamamagitan ng inaasahang mabilis na pagsasabatas sa Senate Bill 40 na pinamagatang Budget Reform for Village Empowerment Act of 2016 na isinulong ni Senador Panfilo Lacson sa hangaring magkaroon ng mas makatuwirang pondo para sa mga proyekto ang mga lokal na pamahalaan.

Lacson Bill Makes Terrorism, Human Trafficking, Plunder, Treason, Drug-Related Crimes Punishable by Death

A wide range of heinous crimes ranging from drug-related offenses to treason, terrorism and human trafficking will be punishable by death, according to a bill filed by Sen. Panfilo M. Lacson.

Lacson, who headed the Philippine National Police from 1999 to 2001, noted an alarming surge of heinous crimes in recent years has shown life imprisonment, in lieu of death penalty, is not a deterrent to grave offenders.

“Hence, to reinstate public order and the rule of law, there is an impending need to revisit and re-impose the death penalty on certain heinous crimes which as ratiocinated by R.A. 7659 or the Death Penalty Law, ‘is appropriately necessary due to the alarming upsurge of such crimes which has resulted not only in the loss of human lives and wanton destruction of property but also affected the nation’s efforts towards sustainable economic development and prosperity while at the same time has undermined the people’s faith in the Government and the latter’s ability to maintain peace and order in the country,’” he said.
