Lacson Calls Out ‘Impunity’ as Illegal Reclamation Continues at Taguig Lakeshore

Sen. Panfilo “Ping” M. Lacson on Friday called out the “impunity” behind the continued illegal reclamation activities at the Taguig Lakeshore area, as shown by a video taken during a multi-agency on-site inspection of the area.

Lacson posted on X a video of the inspection conducted by a joint team from the Office of the Ombudsman, Philippine Reclamation Authority (PRA), Land Registration Authority (LRA), and Department of Public Works and Highways (DPWH).

He also cited information reaching his office indicating that some personalities connected to the Cayetanos of Taguig may have links to the continued impunity.

“Paging DENR (Department of Environment and Natural Resources) and LLDA (Laguna Lake Development Authority) — Taken this morning during a joint Ombudsman-PRA-LRA-DPWH on-site inspection at Taguig Lakeshore area… If this isn’t a total display of impunity and disrespect for the law, I don’t know what is,” he said in his post.

“Tuloy-tuloy ang illegal reclamation sa Taguig side ng Laguna Lake (Illegal reclamation on the Taguig side of Laguna Lake continues). Somebody feels he is above the law,” he added.

In the 25-second video, members of the inspection team were seen looking over the Taguig Lakeshore area, where garbage was also seen being dumped.

One inspector was heard asking whether the LLDA had personnel monitoring the area.

Information reaching Lacson’s office showed some individuals claiming to belong to a cause-oriented group went to the office of the Ombudsman Thursday to protest against the local government unit of Taguig for the illegal reclamation in the Lakeshore area.

“The names they mentioned as responsible were former Assistant District Engineer of Taguig-Pateros, Lamberto de Leon, Atty. Joel Montales and a certain Arjay Castañeda, all connected to the Cayetanos of Taguig,” Lacson said.

Earlier, Lacson and his team sent to the Ombudsman several pieces of evidence they have gathered so far on the illegal reclamation and infrastructure projects on the Taguig City side of Laguna Lake.

Lacson also cited updated information from the PRA showing at least 13 titles covering 170 hectares of unauthorized encroachment on the Taguig side of Laguna Lake. He said the PRA update showed some of the titled areas remaining underwater.

But Lacson stressed that forfeiting the area in favor of the national government is not enough, and cases should be filed against those responsible. He said he and his office will continue to help the Ombudsman and other agencies get to the bottom of the matter.

Also, Lacson said Sen. Alan Peter Cayetano should learn to face the issues head-on instead of resorting to ad hominems or trying to drag other people into the mess.

So far, he said he has yet to hear an explanation, much less a denial, from Taguig officials, about the illegal reclamation activities.

Sinita ni Sen. Panfilo “Ping” M. Lacson nitong Biyernes ang “impunity” sa likod ng patuloy na ilegal na reclamation sa Taguig Lakeshore area, na makikita sa isang video na kuha sa isinagawang inspeksyon ng ilang ahensya ng pamahalaan.

Ipinost ni Lacson sa X ang bidyo ng inspeksyon na isinagawa ng magkasanib na pangkat mula sa Office of the Ombudsman, Philippine Reclamation Authority (PRA), Land Registration Authority (LRA), at Department of Public Works and Highways (DPWH).

Binanggit din niya ang impormasyong nakarating sa kanyang tanggapan na maaaring may mga personalidad na konektado sa mga Cayetano ng Taguig na sangkot sa patuloy na ilegal na gawain.

Sa 25-segundong bidyo, makikitang sinisiyasat ng mga miyembro ng inspection team ang Taguig Lakeshore area, kung saan makikita rin ang pagtatambak ng basura.

Maririnig sa bidyo ang isang inspector na nagtatanong kung may mga tauhan ang LLDA na nagbabantay sa lugar.

Ayon sa impormasyong nakarating sa tanggapan ni Lacson, may ilang indibidwal na nagsabing kabilang sila sa isang cause-oriented group ang nagtungo sa tanggapan ng Ombudsman nitong Huwebes upang iprotesta ang lokal na pamahalaan ng Taguig dahil sa ilegal na reclamation sa Lakeshore area.

Nauna rito, nagsumite si Lacson at ang kanyang team sa Ombudsman ng ilang ebidensyang nakalap nila hinggil sa ilegal na reclamation at mga infrastructure project sa bahagi ng Taguig City ng Laguna Lake.

Binanggit din ni Lacson ang updated na impormasyon mula sa PRA na nagpapakitang may hindi bababa sa 13 titulo na sumasaklaw sa 170 ektarya ng unauthorized encroachment sa bahagi ng Taguig ng Laguna Lake. Ayon sa kanya, ipinakita ng update ng PRA na may ilan sa mga tinituluhang lugar na nananatiling nasa ilalim ng tubig.

Ngunit iginiit ni Lacson na hindi sapat ang pagsasailalim ng lugar sa forfeiture pabor sa pambansang pamahalaan, at dapat ding magsampa ng mga kaso laban sa mga responsable. Sinabi niyang patuloy siyang tutulong, kasama ang kanyang tanggapan, sa Ombudsman at iba pang ahensya upang matukoy ang buong katotohanan sa likod ng usapin.

Sinabi rin ni Lacson na dapat matutong harapin ni Sen. Alan Peter Cayetano ang mga isyu nang direkta sa halip na gumamit ng ad hominem attacks o tangkaing idamay ang ibang tao sa problema.

Hanggang ngayon, idiniin ni Lacson na wala pa siyang naririnig na paliwanag, lalo na isang pagtanggi, mula sa mga opisyal ng Taguig hinggil sa ilegal na reclamation activities.
