Lacson to DPWH: Prepare to Deal with ‘Unwilling’ Contractors

Amid the reforms put in place for this year’s budget, the Department of Public Works and Highways (DPWH) must prepare to deal with contractors who are not willing to participate in the bidding of projects due to lower costs of construction materials, Senate President Pro Tempore Panfilo “Ping” M. Lacson said Tuesday.

Lacson said this is especially true for contractors used to huge profits because of their early advances to some legislators and DPWH and other officials, after the National Expenditure Program (NEP) was finalized.

“The DPWH should anticipate how to deal with contractors ‘unwilling’ to participate in the bidding of projects due to reduced cost of construction materials. Their early advances to legislators after the NEP was finalized will not help obviate a looming infrastructure crisis,” he said on his X account.

Lacson Welcomes Veto of Non-Essential Allocations, Prohibition on Political Involvement in ‘Ayuda’ in 2026 Budget

Senate President Pro Tempore Panfilo “Ping” M. Lacson welcomed on Monday President Ferdinand Marcos Jr.’s veto of non-essential funds under the unprogrammed appropriations – as well as the prohibition of political involvement in the distribution of “ayuda” – in the newly signed Republic Act 12314, the national budget for 2026.

Lacson noted two of the items that survived the veto – the government support to foreign-assisted projects and the revised Armed Forces of the Philippines Modernization Program – are needed for economic development and national security.

During deliberations on the then budget bill last December, Lacson pushed for the trimming of the unprogrammed allocations to include only funds for legitimate items such as foreign-assisted projects and the AFP modernization program.

“P150.905 billion is the exact amount that survived the veto, of which, P97.3 billion for Government Support to Foreign-Assisted Projects, P3.6 billion for Program on Risk Management, and P50 billion for the revised AFP Modernization Program. All other seven items under UA were vetoed,” Lacson said.

“We need the government support to Foreign Assisted Projects and the Revised AFP Modernization Program as our commitments to our economic development and national security,” he added.

Lacson Votes Yes to Ratification of 2026 Budget Bill, But With Strong Reservations

For the first time in a long while, Senate President Pro Tempore Panfilo “Ping” M. Lacson cast his affirmative vote on Monday to ratify the P6.793-trillion budget for 2026 – but with a strong reservation due to items that keep the door open to potential political patronage.

In his manifestation on the ratification of the bicameral conference committee report on the 2026 budget bill, Lacson particularly stressed his reservation on appropriations for the Medical Assistance to Indigent and Financially-Incapacitated Patients (MAIFIP) and Assistance to Individuals in Crisis Situation (AICS).

He manifested as well his reservation over other social welfare programs or “ayuda” that are “discretionary and duplicative of institutionalized and rules-based programs, and other similar budget items that lack agency requests.”

“For the first time in a long while, I am voting YES for the ratification of the bicameral report on the proposed national budget for 2026. HOWEVER, WITH THIS AFFIRMATIVE VOTE COMES A STRONG RESERVATION,” he said.

“The national budget must not be a political tool or spoils for those in power. We deserve a budget that truly serves the people, free from political exploitation,” he stressed. “While we have made headway, the path forward remains extensive.”

Lacson: Proper Implementation to be Next Major Challenge of 2026 Budget

May the force be with us.

On this note, Senate President Pro Tempore Panfilo “Ping” M. Lacson stressed that public vigilance on the 2026 budget must not stop at its approval and signing into law but must continue through its implementation.

Lacson said late Saturday that while religious and civil society groups monitored the bicameral debates on the crafting of the budget bill, their next challenge is to guard how the executive branch spends taxpayers’ money in 2026.

“The same vigilance showed by the public led by the Catholic Church, religious groups and civil society organizations must be maintained in watching over the budget’s implementation. Our people must not let down their guard because the 2026 budget will show if there is indeed reform for our government and our nation. We must learn from the lessons of corruption in the budgets of 2025 and prior years,” he said in Filipino and English in an interview on DWIZ radio.

Lacson: DPWH, Cabral Files Show At Least 5 Cabinet Secretaries Had Allocables and/or Non-Allocables in 2025 Budget

Documents from the camp of the late Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral and from the DPWH itself showed at least five Cabinet members and even some undersecretaries had allocables and/or non-allocables amounting to billions of pesos in the 2025 budget, Senate President Pro Tempore Panfilo “Ping” M. Lacson said Saturday.

Lacson said these include one “ES” who had P8.3 billion, and ex-DPWH Secretary Manuel Bonoan, whose allocables for 2025 alone amounted to at least P30.5 billion.

“At least five Cabinet secretaries and some undersecretaries had allocables and/or non-allocables, according to the documents. I was surprised at one entry that said ‘ES, P8 billion.’ How did one ‘ES’ get allocables?” he said in English and Filipino in an interview on DWIZ.

“For Bonoan, I saw his allocables include P5 billion, plus three more batches totaling P25.5 billion, so P30.5 billion in all. What is his right to the allocables? Also, I saw the other Cabinet secretaries getting P2 billion each. Why?” he added.
