Ping, Pinagsabihan ang NICA na Pabilisin ang Pagproseso ng Intel vs Agri Smugglers, Kasabwat sa Gobyerno

Nakadepende rito ang seguridad natin sa pagkain.

Pinagsabihan ni Senador Ping Lacson ang National Intelligence Coordinating Agency nitong Martes na pabilisin ang pagpoproseso ng impormasyon hinggil sa agricultural smugglers at mga kasabwat nito sa gobyerno.

Para kay Lacson, hanggang hindi napapangalanan ang mga ito at nasasampahan ng kaso, patuloy lang nila na sasamantalahin ang sistema at magtatago sandali habang mainit sila sa mata ng Senado.

Lacson Exhorts NICA: Speed Up Processing of Intel Info vs Agri Smugglers, Protectors

Our food security depends on it.

Sen. Panfilo “Ping” M. Lacson thus exhorted the National Intelligence Coordinating Agency Tuesday to have a sense of urgency and speed up its processing of intelligence information on agricultural “smugglers” and their supposed protectors in government.

Lacson said that so long as these smugglers and protectors are not named and charged, a vicious cycle will continue where smugglers lie low immediately after a Senate hearing – then resume their activities after a few weeks.

Citizen’s Arrest vs Agri Smuggling, Inirekomenda ni Ping

May papel ang bawat isang Pilipino sa pagsugpo sa agricultural smuggling sa pamamagitan ng “citizen’s arrests” na maaaring ipatupad para mahuli ang mga nagbebenta ng smuggled na mga gulay at ibang produktong pang-agrikultura, ayon kay Senador Ping Lacson.

Inirekomenda ni Lacson ang magsagawa ng demand-reduction approach laban sa agricultural smuggling na hindi pa rin mapigilan ng Bureau of Customs at Department of Agriculture hanggang sa ngayon.

“Kung obvious na smuggled, huwag na tayo magturuan kasi may citizens arrest. Pwedeng kumpiskahin ng maski sino, humingi ng assistance from law enforcement to do so,” ani Lacson sa pagdinig ng Senate Committee of the Whole sa isyu.

Like Drugs, Carnapping: Lacson Pushes 2-Pronged Approach vs Agri Smuggling

Citizens can play a role in curbing agricultural smuggling by making “citizens’ arrests” against those selling smuggled vegetables and other agricultural products in the open market, applying the plain view doctrine, Sen. Panfilo “Ping” M. Lacson said Monday.

Lacson said this demand-reduction approach is part of the two-pronged strategy he suggested to stop the practice, which the Bureau of Customs and Department of Agriculture have not been able to address.

“Kung obvious na smuggled, huwag na tayo magturuan kasi may citizens arrest. Pwedeng kumpiskahin ng maski sino, humingi ng assistance from law enforcement (If you see that the vegetables are obviously smuggled, there’s such a thing as citizens arrest. Any citizen can seize the items and they can seek assistance from law enforcement to do so),” Lacson said at the hearing of the Senate Committee of the Whole on the issue.

Ping: Bakit Nagkulang ang DA sa Pagtulong sa mga Bayang Apektado ng ASF sa Cotabato?

Bakit nagkukulang ang Department of Agriculture sa pagtulong sa mga komunidad na apektado ng African Swine Fever (ASF) sa bayan ng Mlang sa Cotabato?

Tanong ito ni Sen. Panfilo “Ping” Lacson sa DA nitong Lunes matapos nilang malaman at masaksihan ni Senate President Vicente “Tito” Sotto III ang sitwasyon sa lugar nitong buwan.

“Ang nag-abono, local government unit, in the amount of P10.7 million. Magkano ang pondo ng DA sa ASF? Narito rin ang hog raisers, they will benefit to find out from DA anong nangyari sa funding sa ASF,” ani Lacson sa pagdinig ng Senate Committee of the Whole hinggil sa agricultural smuggling at sa iba pang isyu sa sektor ng agrikultura.

Lacson: Why Was DA Help Lacking for ASF-Affected Communities in Cotabato Town?

Why was the Department of Agriculture lacking in its help for communities affected by African Swine Fever (ASF) in Mlang town in Cotabato?

Sen. Panfilo “Ping” M. Lacson raised this question Monday after he and Senate President Vicente “Tito” Sotto III learned of the situation firsthand earlier this month.

“Ang nag-abono, local government unit, in the amount of P10.7 million. Magkano ang pondo ng DA sa ASF? Narito rin ang hog raisers, they will benefit to find out from DA anong nangyari sa funding sa ASF (LGUs had to shell out money to assist the affected hog raisers, amounting to P10.7 million How much in funds does the DA have to address ASF? Hog raisers will benefit if they find out what happened),” Lacson said at the hearing of the Senate Committee of the Whole on continued smuggling and other issues affecting agricultural products.

3 Solusyon Laban sa Agricultural Smuggling, Minungkahi ni Ping

Full automation ng mga operasyon ng Customs, pagpapanagot sa mga empleyado na sangkot sa smuggling, at tapat na pamumuno.

Para kay Senador Ping Lacson, ito ang tatlong solusyon na makakapagpatigil sa talamak na pagpupuslit ng produktong pang agrikultura at korapsyon sa lahat ng ahensya ng gobyerno.

“First, it is time to fully automate our Customs operations just like most, if not all, of our trading partner countries. Everything, from the filing of application for accreditation all the way to payment of taxes and duties, should be done online. This will eliminate human intervention every step of the way. Tingnan ko na lang kung makapang-kurakot pa ang mga tiwaling kawani nila,” ani Lacson.

Lacson Pushes 3-Pronged Solution to Finally Stop Agricultural Smuggling, Corruption

Full automation of Customs operations, throwing the book at erring personnel minus double standards, and leadership by example.

This is the three-pronged solution needed to finally stop the persistent problem of agricultural smuggling as well as corruption in all agencies of government, Sen. Panfilo “Ping” M. Lacson said Wednesday.

“First, it is time to fully automate our Customs operations just like most, if not all, of our trading partner countries. Everything, from the filing of application for accreditation all the way to payment of taxes and duties, should be done online. This will eliminate human intervention every step of the way. Tingnan ko na lang kung makapang-kurakot pa ang mga tiwaling kawani nila (Let’s see if corrupt personnel can still engage in corruption),” Lacson said.

Ping, Kinuwestyon ang Nakakalusot na Smuggling sa Kabila ng ‘Overregulation’

Sobra-sobra na nga ang regulasyon pero walang tigil pa rin ang nangyayaring pagpupuslit ng produktong pang-agrikultura.

Nanawagan si Senador Ping Lacson nitong Martes sa Bureau of Customs na kumpletuhin na ang kanilang mga hakbang para i-automate ang kanilang sistema para matigil na ang korapsyon na nagbibigay daan sa smuggling.

“Ang legitimate, overregulated. Ang illegal, walang regulation” ani Lacson sa pagdinig ng Senate Committee of the Whole hinggil sa isyu.

Lacson Scores Unabated Agricultural Smuggling Despite ‘Overregulation’

We’re already overregulated, but agricultural smuggling still goes unabated.

Sen. Panfilo “Ping” M. Lacson thus scored Tuesday the unabated smuggling of agricultural products into the Philippines despite so many laws and procedures in place to stop it.

He reiterated it is high time the Bureau of Customs completed its efforts to automate its systems to stop the corruption that has allowed such smuggling.

Ping, Ipinagtanggol ang Magsasakang Pilipino sa Banta ng Korean Strawberries at Pagtaas ng Presyo ng Soya

“Why are you killing your fellow Filipinos? Gusto nyo mawalan ng hanapbuhay ang kababayan natin sa La Trinidad?”

Kinuwestyon ni Senador Ping Lacson nitong Martes ang Bureau of Plant Industry (BPI) sa ilalim ng Department of Agriculture dahil sa pagpayag ng ahensya na mag-import ng strawberries mula Korea.

Ipinarating din ni Lacson ang mga hinaing ng mga magsasaka sa La Trinidad kung saan maaari anila na makapasok ang mga peste at ibang sakit sa pananim dahil sa pagdating ng mga strawberries mula sa Korea.

Lacson Takes Up Cudgels for Filipino Farmers Threatened by Korean Strawberry Entry, High Soya Prices

“Why are you killing your fellow Filipinos? Gusto nyo mawalan ng hanapbuhay ang kababayan natin sa La Trinidad (Do you want our farmers in La Trinidad to lose their livelihood)?”

Sen. Panfilo “Ping” M. Lacson directed this question Tuesday at the Department of Agriculture’s Bureau of Plant Industry (BPI) for allowing the “invasion” or importation of Korean strawberries into the country, at the expense of strawberry farmers in La Trinidad.

Lacson also echoed the concerns of the La Trinidad farmers that the entry of strawberries from Korea may also introduce pests and diseases that may affect Philippine agriculture.
