With Advocates for DNA Technology in Criminal Investigation

Sen. Lacson expressed support for the passage of laws using DNA technology in law enforcement, following a meeting with Philippine National Police Crime Laboratory director Police Brigadier General Rolando Hinanay. Also at the meeting were renowned experts in the field, former US Rep. Dave Reichert; and Tim Schellberg, president of the Gordon Thomas Honeywell Governmental Affairs Firm.

In both formal and informal occasions, I often stress that this is the point in my life where I certainly have more yesterdays than tomorrows. I tell you, as I gaze into my ‘yesterdays,’ I cannot help but realize how much has really changed in every aspect of our lives.

Let me share with you — in the late 1950s, when I was a young elementary student in a sleepy town of Imus, Cavite, I had a vivid memory of a lone policeman we simply referred to as “Kabo.”

He was a highly esteemed and respected man assigned to keep peace and order in our almost obscure barangay called Barrio Bayanluma then.

Speech at Turnover of Equipment from PNP Foundation Inc. to PNP Crime Laboratory

For the very first time, since 2001, I feel a sense of belonging to an institution I once served with pride, dignity and honor. For the first time in 10 years I feel the respect accorded to a former chief of the PNP. For nine long years under the previous administration I felt like a viral burden. A bacterium if you will, so hazardous to the careers of police officers that they had to avoid me like a … plague.
