Lacson Plans to Invite Co, Ex-Soldiers to Next Blue Ribbon Hearing

Once its partial committee report on the flood control scandal is formally filed, the Senate Blue Ribbon Committee may invite to its next hearing captured former Rep. Elizaldy “Zaldy” Co – along with Orly Guteza and the former soldiers who claimed to have delivered P805 billion in alleged kickbacks from anomalous flood projects to various personalities on Co’s orders.

Senate President Pro Tempore and Blue Ribbon panel Chairman Panfilo “Ping” M. Lacson said Friday that the testimonies of Guteza and the ex-soldiers are “interconnected” with Co.

“Once Co is in the Philippines and the court allows it, I plan to have him attend the hearing along with Guteza and the ex-soldiers so we will find out who is truthful, who is telling half-truths, and who is lying,” he said in a mix of English and Filipino in an interview on DZMM radio.

Lacson Backs DBM Budget Transparency Efforts, Pushes Stronger Digital Tracking

Sen. Panfilo “Ping” M. Lacson voiced support for the Department of Budget and Management (DBM)’s platform to make the national budget transparent and accessible to the public, even as he offered suggestions to strengthen them.

Lacson, an eagle-eyed watchdog of the national budget, particularly inquired on whether the DBM has the technology to track changes in the crafting of the national budget, including proponents of amendments.

“Is there any current technology available to keep your system transparent yet secure, to enable us in both houses of Congress to track movements of the budget, from what is provided by the National Expenditure Program and going forward, to track who proposed which amendments to the General Appropriations Act?” he said in a mix of English and FIlipino at the briefing of the Development Budget Coordination Committee (DBCC).

Lacson to Executive Branch: Protect Education Sector’s Budget, Uphold the Constitution

Sen. Panfilo “Ping” M. Lacson pressed the Executive Department Monday to guard the education sector’s budget from a repeat of last year’s congressional “miracle” where it was overtaken by the Department of Public Works and Highways (DPWH), in violation of the Constitution.

Lacson warned the Department of Budget and Management (DBM) not to become an “accessory” again to the potential violation of the 1987 Constitution.

“You need to remind legislators not to realign too much because we may be violating the Constitution. When you potentially violate the Constitution, that’s a major, major, major issue,” he told Department of Budget and Management Secretary Amenah Pangandaman in Filipino, at the briefing by the Development Budget Coordination Committee (DBCC).

Ping Lacson: PH Cannot Tolerate Any More Mangling of the Budget

The country cannot tolerate any more mangling of the national budget, much less unabated mangling.

On this note, Sen. Panfilo “Ping” M. Lacson aired support Wednesday for the Department of Budget and Management (DBM)’s moves to prevent insertions in the proposed P6.793-trillion budget for 2026.

“I couldn’t agree more with President Ferdinand Marcos Jr. and Budget Secretary Amenah Pangandaman. The country cannot anymore tolerate unabated mangling of the National Expenditure Program which presumably has undergone months of preparation and consultations with the local government units and concerned agencies before being transmitted to Congress, (and if mangled) may not be responsive to the short and medium term development goals of the national government,” stressed Lacson, an eagle-eyed watchdog of the national budget.
