Lacson Flags Suspected Ghost Infrastructure Projects in Taguig

Sen. Panfilo “Ping” M. Lacson flagged on Wednesday at least two suspected ghost infrastructure projects in Taguig City, the political bailiwick of disgraced ex-Senate President Alan Peter Cayetano.

Lacson, citing initial findings by his team, also noted there was a staggering number of slope protection and drainage projects – most of them costing P100 million each – with a combined value of some P2.085 billion.

“TAGUIG GHOST INFRA PROJECTS UPDATE: We have documented at least 2 case studies so far. Too many P100M slope protection and drainage projects totaling P2.085B out of the P6.79B insertions under the 2025 GAA,” he said in a post on X.

“There is no turning back!” he added.

Lacson: President’s Orders to Pay Performing Contractors, Monitor Projects to Help Avert Infra Crisis

The orders of President Ferdinand Marcos Jr. to promptly pay performing contractors and to regularly monitor projects will help avert a looming infrastructure crisis, Senate President Pro Tempore Panfilo “Ping” M. Lacson said Tuesday.

Lacson said these should help address the risk posed by the reluctance if not refusal of many contractors to participate in biddings for Department of Public Works and Highways (DPWH) projects.

“Spot on. Amidst reluctance, even refusal of many contractors to participate in public biddings for the DPWH infrastructure projects, the President’s order to facilitate the payment of outstanding obligations to contractors who delivered on their contracted government projects will help prevent a looming infrastructure crisis brought about by the ongoing reforms in the DPWH in the proper utilization of the national budget,” he said of the President’s order to promptly pay “good” contractors.

Lacson: Ex-DPWH Chief Bonoan, South Forbes Property May Be Focus of Next Blue Ribbon Hearing

Unresolved issues involving former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan, as well as the acquisition of a house and lot at 30 Tamarind Road in South Forbes in Makati City in 2023 where contractor Pacifico “Curlee” Discaya II was involved, may be the focus of the Senate Blue Ribbon Committee’s next hearing on the flood control mess, Senate President Pro Tempore and Blue Ribbon Committee chairman Panfilo “Ping” M. Lacson said.

Lacson said Bonoan still has much to explain, including a seeming “pattern” of wrong grid coordinates for flood control projects in the report Bonoan submitted to President Ferdinand Marcos Jr.

“We can focus the next hearing on Bonoan to tackle other issues he can clarify. He is in the country so he can address the issues involving him,” he said in English and Filipino in an interview on DZMM radio.

Lacson: No Holiday Furlough for Discaya, 3 Former DPWH Engineers

Due to security concerns, there will be no holiday furlough for contractor Pacifico “Curlee” Discaya II and three former Department of Public Works and Highways (DPWH) engineers detained in the Senate in connection with the flood control project scandal, Senate President Pro Tempore Panfilo “Ping” M. Lacson said Tuesday.

Lacson, who also chairs the Senate Blue Ribbon Committee probing the issue, said Senate President Vicente Sotto III approved his recommendation to deny the leave requests of Discaya and former engineers Brice Hernandez, Jaypee Mendoza and Henry Alcantara.

“I recommended to the Senate President that their request for Christmas furlough be denied mainly for security reasons, owing to the repeated media statements from Ombudsman Jesus Crispin Remulla and President Ferdinand Marcos Jr. that arrest warrants against them will be issued before Christmas,” Lacson said.

“So the risk of escape becomes greater – not to mention that it makes no sense to grant such requests for Christmas leave if indeed warrants are coming out by then,” he added.

Lacson Sympathizes with Mayor Jenny Barzaga: Son Kiko Being Used for Political Agenda

Cavite Rep. Kiko Barzaga may have been exploited by some parties to push their “self-seeking political agenda,” Senate President Pro Tempore Panfilo “Ping” M. Lacson said Friday as he expressed sympathy for the lawmaker’s mother, Dasmariñas City Mayor Jenny Barzaga.

Lacson said that while it was the younger Barzaga who posted a months-old photo of Lacson with the Discaya couple last Oct. 1, he could not have done that without someone providing him with that photo.

“I feel for our dear friend, Mayor Jenny Barzaga. As the mayor of Dasmariñas City, she must have her hands full serving her constituents. The last thing she needs is the evil-mindedness of people who use her son Kiko’s mental state to advance their self-seeking political agenda,” he said in a post on X.
