Lacson on Government Infra Program Corruption: Who is Not Guilty?

With corruption running deep in the government’s infrastructure program – from flood control projects to farm-to-market roads, among others – it may now be easier to count those who are not guilty than those who are, Senate President Pro Tempore Panfilo “Ping” M. Lacson lamented Thursday.

Lacson said this after he and his staff reviewed “classified” documents of the Department of Public Works and Highways (DPWH), which he had flagged earlier for systematic anomalies in substandard and ghost flood control programs.

“Reviewing the piles of ‘classified’ DPWH documents which I shared with my staff, we all wondered aloud if the more appropriate question to ask is, ‘Who is not?’ rather than, ‘Who is guilty?’. So sad to realize how widely corrupt our government infrastructure program has gone,” he said in a post on X.

Lacson: Fresh Generation Key to Overhauling ‘Rotten’ DPWH

No less than a fresh generation of professional civil servants will be needed to overhaul a Department of Public Works and Highways (DPWH) that has become rotten due to boundless greed, Senate President Pro Tempore Panfilo “Ping” M. Lacson said over the weekend.

Lacson said DPWH Secretary Vince Dizon may check the private sector for licensed civil engineers who bring with them a culture of accountability and integrity instead of corruption.

“Assuming all DPWH officials submitted their courtesy resignations, Sec. Vince may start hiring licensed civil engineers from the private sector, still untainted by corruption and trained by corporate best practices; then create a new generation of professional civil servants,” he said in a post on X Saturday afternoon.

Lacson: We’re Getting There in Freezing BGC Boys’ Assets

We’re getting there in freezing the assets of the so-called BGC Boys of the Department of Public Works and Highways (DPWH).

Senate President Pro Tempore Panfilo “Ping” M. Lacson stressed this Wednesday as he said his office will furnish DPWH Secretary Vince Dizon with the evidence he needs to get the ball rolling.

“AMLC cannot freeze the accounts unless a formal complaint is filed against these people. We are getting there. My office will furnish DPWH Sec Vince Dizon with all the damning evidence in our possession so he can take action in this regard,” Lacson said in a post on X Wednesday afternoon, in response to questions on what the Anti-Money Laundering Council (AMLC) is doing on the issue.

Lacson to Furnish DPWH Secretary Dizon with Damning Evidence vs Agency’s ‘Rotten Fruits’

Sen. Panfilo “Ping” M. Lacson will reinforce new Department of Public Works and Highways (DPWH) Secretary Vince Dizon’s anti-corruption drive by furnishing him with evidence against some “rotten fruits” in the department.

Lacson, who detailed the corruption behind substandard and ghost flood control projects in a privilege speech last Aug. 20, indicated the evidence should not only serve as proof against corrupt officials but a deterrent for others as well.

“Godspeed, Sec. Vince Dizon. May the force be with you to cleanse the DPWH of greed and self-aggrandizement. My office will provide you with damning evidence against some ‘low hanging rotten fruits’ but will instill fear so that others will think twice before following their bad examples,” he said in a post on X.

But Lacson also reminded Dizon to “mind your health” while doing his work.

Lacson Has High Expectations for Independent Body to Probe, Punish DPWH Anomalies

Sen. Panfilo “Ping” M. Lacson expressed high hopes Tuesday that an independent commission being formed by Malacanang will not only look into anomalous flood control and other projects of the Department of Public Works and Highways (DPWH), but also hold those involved accountable.

Lacson said the effectiveness of the independent investigating body will be measured by its ability to help deliver the certainty of punishment for those behind the anomalies, as he warned that failure to do so may embolden further corruption.

“Many will be watching the result of the independent investigation of the commission. The projected composition is to the hilt, and is potentially extensive and comprehensive enough to pinpoint accountability,” he said in Filipino in an interview on DZRH radio Tuesday.

“But as someone who came from law enforcement, delivering the certainty of punishment is key. If we don’t see anyone being punished, there will be those who will be emboldened to engage in corruption,” he added.
