Lacson to Scrutinize Dubious Farm-to-Market Roads, ‘Ayuda’ Programs, Super Health Centers Linked to P255B DPWH Fund Realignment

Senate President Pro Tempore Panfilo “Ping” M. Lacson intends to scrutinize potentially dubious farm-to-market roads, “ayuda” programs and “Super Health Centers” that “benefited” from some P255.5 billion from flood control project funds of the Department of Public Works and Highways (DPWH) in the 2026 budget.

Lacson said an initial check of the realignments showed the funds went to these items, as well as some “ayuda” programs that may be funded by unprogrammed appropriations.

Part of the realignments also went to the Health Facility Enhancement Program (HFEP) that funds the Super Health Centers, he added.

“Much of the realignments went to farm-to-market roads. The question is, is the list of such roads from the Department of Agriculture or from congressmen?” Lacson said.

“Some ayuda programs are to be funded by unprogrammed appropriations. We intend to uproot these and return them to the regular budget,” he added.

Lacson on Government Infra Program Corruption: Who is Not Guilty?

With corruption running deep in the government’s infrastructure program – from flood control projects to farm-to-market roads, among others – it may now be easier to count those who are not guilty than those who are, Senate President Pro Tempore Panfilo “Ping” M. Lacson lamented Thursday.

Lacson said this after he and his staff reviewed “classified” documents of the Department of Public Works and Highways (DPWH), which he had flagged earlier for systematic anomalies in substandard and ghost flood control programs.

“Reviewing the piles of ‘classified’ DPWH documents which I shared with my staff, we all wondered aloud if the more appropriate question to ask is, ‘Who is not?’ rather than, ‘Who is guilty?’. So sad to realize how widely corrupt our government infrastructure program has gone,” he said in a post on X.

Lacson Flags P5-B for Farm-to-Market Roads Using Bayanihan 2 Funds

What is the connection between farm-to-market roads and the government’s response to the Covid pandemic?

Senator and Partido Reporma presidential standard bearer Panfilo “Ping” M. Lacson asked this on Monday as he noted P5 billion intended for the government’s Covid-19 response was used to cover funding requirements for the implementation of farm-to-market road projects under the Agriculture Stimulus Package of Bayanihan 2.

“We noticed releases under Bayanihan 2 focused on farm-to-market roads worth P5 billion. Can you explain the connection between these farm-to-market road releases and the government’s Covid response? Parang hindi ko ma-connect (I cannot seem to make the connection),” he said in his interpellation of the DA’s budget.
