Lacson Asks: Why Did Senate and House Allow the Illegal P74B Realignment of PhilHealth Subsidy in 2025 GAA?

Why did lawmakers allow the scrapping of P74 billion for the Philippine Health Insurance Corp. (PhilHealth) in the 2025 General Appropriations Act (GAA) when they knew it was illegal?

Sen. Panfilo “Ping” M. Lacson raised this question on Monday as he noted the realignment of the P74 billion in the GAA effectively amended the Sin Tax Law, violating the principle that a general law cannot amend a special law.

“(The) GAA is a general law. And the sin tax law is a special law. And any lawyer will tell you, or any member of Congress will tell you that a general law cannot amend a special law. In other words, what the Senate did and what the House did was illegal,” Lacson, an eagle-eyed watchdog of the budget, said in his interjection of Sen. JV Ejercito’s privilege speech about the Universal Health Care Act.

Ping Lacson Cited by Sen. JV Ejercito for Sincerity in Improving Governance

Former Sen. Panfilo “Ping” M. Lacson got a thumbs-up from Sen. Jose Victor “JV” Ejercito, who on Monday evening cited Lacson for his sincerity in improving governance in our country.

Ejercito doubled down on his praise for Lacson in 2022, where he said he is proud to have worked with Lacson because of his sincerity, hard work and excellence.

“I will still say the same thing until now. I have known and I have worked with Sen. Ping Lacson and I know his sincerity in improving governance in our country,” he said in a Facebook post.

On the Prospect of Three Dutertes Running for Senator in 2025

The apple doesn’t fall far from the tree. Like the father, the daughter believes that part of wise and smart politics is to confuse and keep them guessing; create an issue that evokes discourse thus accomplishing awareness while getting a glimpse of the pulse of the electorate. That said, I don’t think there is any firm decision made by any of the three Dutertes.

Senate 2025: Three Duterte’s, three Tulfo’s, two Villar’s, two Cayetano’s, two Ejercito-Estrada’s, and the list goes on… because it is what it is – by the people, for the people, of the people.
