Amid Deluge of ‘Isolated Cases,’ Lacson Pushes Agency Unity vs Collusion in Flood Control Projects

Amid a continued deluge of “isolated cases” of flood control projects, Sen. Panfilo “Ping” M. Lacson pushed for coordination and cooperation among concerned government agencies to thwart the collusion behind substandard and ghost projects.

Lacson continues to validate new information he and his staff are receiving regarding corrupted flood control projects other than those he detailed in his privilege speech last Aug. 20.

“Isolated case here, isolated case there, isolated cases everywhere. Maybe we should start looking for an isolated case of a corrupt-free, properly implemented flood control project,” he said in a post on X Thursday.

Lacson Adds ‘SAHOD’ to CORRUPTIONary of Flood Control Projects; Bares ‘Accreditation for Sale’ Scheme

Sen. Panfilo “Ping” M. Lacson’s CORRUPTIONary, or the dictionary of corrupt practices in the wake of the flood control scandal, continues to grow.

On Wednesday, Lacson added a new term to the CORRUPTIONary: “Sahod,” or the collusion among contractors who take part in a bidding for infrastructure projects even if they know the result beforehand.

“Ito ang collusion ng contractors na sumasama sa bidding. Alam nilang talo sa bidding, sasahod sila, babayaran sila para matalo para maging legit ang bidding. Kailangan may kasamang iba pero kasama sa gastos yan (This is the collusion of contractors who take part in a bidding. The other contractors know they will not win but they join anyway to make the bidding seem legitimate because they will get a share),” Lacson said during the interpellation of his privilege speech on flood control projects.

Lacson Accepts Electoral Reforms Committee Chairmanship, to Pursue Passage of Anti-Political Dynasty Bill

The passage of the Anti-Political Dynasty Act will be the priority of Sen. Panfilio “Ping” M. Lacson after he accepted on Wednesday the chairmanship of the Senate Committee on Electoral Reforms and People’s Participation.

Lacson said the committee chairmanship was offered by Senate President Francis Escudero through Senate minority leader Vicente “Tito” Sotto III.

“I will schedule as soon as possible my Anti-Political Dynasty bill and another bill also referred to that committee,” he said.

Sen. Ping Lacson takes his oath at the start of the First Regular Session of the Senate in the 20th Congress on Monday, July 28. He will be part of the Senate’s conscience bloc along with Sen. Tito Sotto, Loren Legarda, Migz Zubiri, and Risa Hontiveros.

Ping Lacson to be Part of Senate’s Conscience Bloc

When the Senate of the 20th Congress convenes for the first time on Monday, Sen. Panfilo “Ping” M. Lacson will be part of the Senate’s “conscience bloc.”

Lacson said Saturday that the bloc will also include former Senate Presidents Vicente “Tito” Sotto III and Juan Miguel Zubiri, along with Loren Legarda – and possibly Risa Hontiveros.

He said that while the bloc will not likely be part of the majority, he hopes its name will become infectious and encourage the other senators to be conscientious.

“We hope the bloc becomes infectious. We are not saying those who don’t join us do not have a conscience. But we want those with a conscience to share our advocacies. If they don’t believe in our bloc, we are not forcing them to join,” he said in Filipino in an interview on DWIZ radio.
