Nasaan ang Bakuna? Lacson Says Filipinos Deserve Lowdown on Vaccines Amid Loans

As culled from the World Bank, Asian Development Bank and Asian Infrastructure Investment Bank records and further articulated in a series of official statements from the Department of Finance, we may now have some P126.75 billion in approved loans for COVID vaccines, but the question remains: Where are the vaccines?

Sen. Panfilo M. Lacson raised this question Thursday as he stressed the Filipino people deserve a lowdown from the government on the situation.

Lacson also reiterated his call to the government to treat the private sector as a partner and not as a competitor in the procurement of the much-needed vaccines.

Ping: Pagbusisi sa Pork Importation ‘Tong-pats,’ Pang-Committee of the Whole ang Level

Pinakamainam na Committee of the Whole ng Senado ang mag-imbestiga sa nagsisebong “tong-pats” sa importasyon ng karne ng baboy na paraan ng Department of Agriculture (DA) upang mapunan ang kawalan umano ng suplay bunga ng pananalasa ng African Swine Flu (ASF).

Ayon kay Senador Panfilo Lacson, maraming aspetong saklaw ang nabanggit na kontrobersiya kung kaya’t tama lamang na buong puwersa na ng Senado ang umungkat sa mga detalye nito.

“I am recommending that the Senate convene into a Committee of the Whole to handle the investigation. The ‘tong-pats’ mess has an impact on foregone revenue and corruption, food security, and health. The Committee of the Whole is best suited for this, instead of having the Blue Ribbon Committee and Committees on Agriculture, Ways and Means and Health handle it separately,” paliwanag ni Lacson.

Masyado aniya na malawak ang problema para pangasiwaan lamang ng isa o ilang komite ng Senado ang pagsisiyasat.

Kabilang sa mga maaring masaklaw ay ang usapin sa food security, kaligtasan ng pagkain, ang nawalang koleksiyon ng pamahalaan at ang kalusugan ng publikong kumukunsumo sa mga ito.

Lacson: Committee of the Whole Best Suited to Handle DA ‘Tong-pats’ Probe

Convening the Senate into the Committee of the Whole will be needed to tackle the wide scope of the problems involving the “tong-pats” mess at the Department of Agriculture, Sen. Panfilo M. Lacson said Wednesday.

Lacson said the issues stemming from the mess include food security and a revisiting of the Food Safety Act of 2013 (RA 10611); foregone revenues; and public health.

“I am recommending that the Senate convene into a Committee of the Whole to handle the investigation. The ‘tong-pats’ mess has an impact on foregone revenue and corruption, food security, and health. The Committee of the Whole is best suited for this, instead of having the Blue Ribbon Committee and Committees on Agriculture, Ways and Means and Health handle it separately,” he said.

“My resolution seeking the investigation in aid of legislation may also seek to revisit Republic Act 10611, the Food Security Act of 2013, to address possible loopholes that are being exploited,” he added in an interview on DZXL radio. “Wide masyado ang problema, all-encompassing. Kaya mas maganda kung Committee of the Whole na lang ang hahawak.”

Isinusulong ni Senador Panfilo Lacson ang malalimang imbestigasyon ng Senado sa isang sindikatong “tong-pats” sa loob ng Department of Agriculture, na makikinabang sa rekomendasyon ng ahensya na ibaba ang taripa at taasan ang minimum access volume (MAV) ng imported na baboy dahil sa African Swine Fever (ASF).

Ito ay makaraang makarating sa kaalaman ng mambabatas ang impormasyong limpak-limpak ang “tong-pats” na nakokolekta ng ilang mapagsamantalang nasa gobyerno, habang malalagay sa alanganin o tuluyan nang pagkamatay ang lokal na industriya ng babuyan sa bansa, bukod pa sa malaking halagang nawawala sa ekonomiya at manganganib ang kalusugan ng publiko.

“We should unmask who is/are behind this scheme no matter how powerful and influential he may be with this administration. I want to see even a whiff of enthusiasm from the President to order the Presidential Anti-Corruption Commission and other concerned agencies to investigate, not to mention heed the call of the Senate to disapprove the DA’s recommendation to reduce the tariff and increase the volume of pork importation. Let’s see,” mariing pahayag ni Lacson.

Nakipag-ugnayan na rin ang mambabatas sa pamunuan ng Mataas na Kapulungan kaugnay sa kanyang hangarin.

Lacson Pushes Senate Probe of ‘Tong-Pats’ Racket in Hog Importation

Sen. Panfilo M. Lacson pushed Tuesday for a Senate investigation into the activities of a syndicate within the Department of Agriculture that stands to gain billions of pesos in “tong-pats” from the DA’s recommendation to lower tariff rates on – and to increase the minimum access volume (MAV) of – imported pork products due to the severe impact of African Swine Fever (ASF) on the swine industry.

Lacson said the anomalies amount to a triple whammy that threatens to kill our local hog industry while raising health concerns and costing the government forgone revenues.

“We should unmask who is/are behind this scheme no matter how powerful and influential he may be with this administration. Lacson: Without Acceleration of COVID Vaccination, No Herd Immunity till 2033

Unless the government accelerates the pace of its COVID vaccination efforts, herd immunity may have to wait until about 2033, Sen. Panfilo M. Lacson stressed Friday.

Lacson also said there is still much room for improvement in the government’s response to the pandemic, a year after it imposed community quarantine in Metro Manila to stop the spread of COVID.

“Unless we accelerate the pace of vaccination, medyo matatagalan tayo. As of March 10, 114,615 had been vaccinated. At the rate of about 4,000 a day, assuming that the vaccination is not accelerated and assuming we will have the vaccines for the 70-million targeted population for herd immunity, we might not achieve herd immunity until 2033 at the rate we’re doing it now. But if we accelerate and I hope the government would accelerate the vaccination rollout, then maybe we can advance the timetable,” he said in an interview on CNN Philippines.

Message at the Online Workshop Launching the Project, “Examining the Current Trends and Prospects of Violent Extremism in Southeast Asia”

President Sittie Aliah Lumbao, Sittie NB Pasandalan, to the members, officers, and partners of the Association of Lady Shari’ah Counselors-At-Law of the Philippines Inc (ALSCAP) who made this event possible, good morning to all.

Violent extremism is complex by nature, occurs in all societies and is not bound by religion, race, or social class. While it is mostly grounded in the name of ideologies, beliefs, and faiths, the drivers of extremism are evolving. There remains no universal explanation and hence, no universal response to this dilemma across the community of nations.

One thing is certain: How the government reacts to the presence of violent extremism determines the extent and magnitude of its spread in our country. In theory, extremism instantly refers to unrestrained fear, danger, and coercion. Yet again, there is no better way of characterizing so than witnessing the acts firsthand, within our borders.

Commending the TOYM 2020 Awardees

I’d like to add my voice in honoring the TOYM of the Philippines for 2020. Let me cite in particular Atty. Lesley Cordero who used to be my undersecretary in the OPARR, tasked to integrate the recovery efforts of the government for Super Typhoon Yolanda, one month after the strongest tropical cyclone ever recorded in history made landfall, damaging 171 cities and municipalities in 14 provinces of the five regions of the country, killing more than 6000 people and affecting 11 million others in central Philippines.

Without Undersecretary Cordero being seconded to the OPARR, I could not imagine how we could put together an eight-volume, 8,000-page Comprehensive Rehabilitation and Recovery Plan in record time of under eight months.

Walang pondo, walang sweldo sa loob ng apat na buwan, wala kaming reklamong nagtrabaho upang mapagaan ang buhay at kalagayan ng ating mga kababayan na matinding pinahirapan ng bagyong Yolanda. Nakatayo ako sa bulwagang ito, mahal na pangulo, upang pasalamatan at pahalagahan si Atty. Cordero, sampu ng kanyang mga kasama sa TOYM of 2020. Maraming salamat po Mr. President.

Ping: Partisipasyon ng Pribadong Sektor, LGU sa Vaccination Program Palakasin

Ituring na katuwang ang pribadong sektor at mga lokal na pamahalaan sa programang pagbabakuna ng pamahalaan laban sa COVID-19, sa halip na tratuhin sila bilang kakompetensiya.

Kasabay nito, nanawagan si Senador Panfilo Lacson na mas palakasin ang partisipasyon ng pribadong sektor at mga lokal na pamahalaan sa naturang programa sa pamamagitan ng pagluluwag sa mga ito na makaangkat at maisagawa ang proseso ng pagbabakuna.

Ang kailangan lamang umano ay matiyak ang regular na koordinasyon ng mga ito sa mga mangangasiwa sa programa, ang Department of Health (DOH) at National Task Force Against COVID-19.

Lacson Pushes Greater Private Sector, LGU Participation in Vaccination Program

The private sector and local government units (LGUs) should be treated as partners and not competitors in the national government’s COVID-19 vaccination program by being allowed to actively and even proactively procure and administer vaccines, Sen. Panfilo M. Lacson stressed Monday.

Lacson said this is as long as they are in close coordination and under the supervision of the Department of Health and National Task Force Against COVID-19.

“One common mistake that every administration commits is treating the private sector as competitors through over-regulation instead of partners especially during the time of crisis such as this pandemic that we are confronting now,” he said.

“Let’s face the reality that the private sector does not go through the same bureaucratic delays that their counterpart in the public sector suffers from,” he added.

This is a continuation of our previous public hearing held last October 5, 2020, on the MUP pension bills referred to this committee, which was suspended with the commitment that an actuarial study would be conducted by the Government Service Insurance System (GSIS) together with our key stakeholders, such as the Bureau of Treasury and the MUPs, among others.

Just to refresh our memory, last year and this year’s appropriations reflect the veracity of this serious financial concern, given the steep increase in the MUPs’ pension funding from P80 billion in 2020 to P120 billion under the 2021 General Appropriations Act.

Lacson: Full Implementation of National ID to Speed Up Economic Recovery

A full implementation of the Philippine Identification System (National ID) Act will speed up the country’s economic recovery following a 9.5-percent contraction in 2020 due to the COVID-19 pandemic, Sen. Panfilo M. Lacson said.

Lacson, one of the authors and the principal sponsor of the measure in the Senate, said the National ID system will promote financial inclusion and streamline government services – both of which are needed at this time.

“The lack of identification creates formidable barriers for the downtrodden and the poor, and creates even larger barriers between the government and the people. Hence, we should push for the implementation of the National ID if we want to further strengthen our response not only against the pandemic, particularly in the roll-out of the much-awaited vaccines, but in many of our future endeavors,” he said at the third annual economic and political briefing of the Colegio de San Juan de Letran Graduate School.

Speech at the Colegio de San Juan de Letran Graduate School’s 3rd Annual Economic and Political Briefing

It is said that the Coronavirus pandemic has been the defining global crisis of our time, with over 101.8 million confirmed cases and over 2.19 million deaths globally.

On top of this, the health crisis has also caused unprecedented disruptions in the economy, pushing nations to deep recession that is expected to leave far-reaching and lasting scars in the next decade.

Our country has taken a beating from the global pandemic and its accompanying economic crisis. Almost instantaneously, economic activities were shut down and tolls of deaths bannered our daily news.

As already mentioned by Dean Lopez, just yesterday, the Philippine Statistics Authority reported that the economy contracted by 9.5% in 2020, making it the largest contraction ever recorded, beating the 7% contraction in 1984. This equates to a P1.4-trillion drop in our nominal Gross Domestic Product, our worst since World War II.

Lacson: Simplify Procedures for Entry of Donated Vaccines

Sen. Panfilo M. Lacson sought simplified procedures Friday for the entry of donated COVID-19 vaccines, especially those with Emergency Use Authorization (EUA) from countries or territories with stringent regulatory agencies.

Lacson made the call during the third hearing of the Senate, convening as a Committee of the Whole, on the government’s vaccination program.

“This is critical because there are many associations abroad that may donate vaccines to their sister cities in the Philippines. Would it not be more practical to ensure the goods reach the intended recipients directly under strict supervision and guidance by health authorities, instead of coursing the goods through the Department of Health and having the DOH distribute them?” he said.

“Besides, many local government units like Baguio City already have their own cold storage facilities for the vaccines, as their local leaders had the foresight to act accordingly. Allowing such donated vaccines to go directly to the LGUs instead of having to go through the logistical requirements of the DOH and Inter-Agency Task Force on COVID-19 would also avoid the prospect of double handling and additional costs,” he added.

Privilege Speech on the National Vaccination Program

Mr. President, distinguished colleagues, I rise before you on a matter of collective and personal privilege.

Looking back to last week’s Committee of the Whole 2-day hearings, I couldn’t help but think that we’ve been had. Instead of having the information needed to aid us in our legislative work mainly because some people in the panel of our resource persons who are in charge of the vaccine program were not forthright and honest in their responses to the questions raised by the members of this august chamber.

Nevertheless, we find comfort from the wise words of Winston Churchill, who said and I quote: “Truth is incontrovertible, malice may attack it and ignorance may deride it, but, in the end, there it is.”

At the center of the firestorm that had almost consumed the two-day long hearings and had consumed us the most was the Sinovac vaccine for a number of reasons.

Malinaw na malinaw ang mga senyales na may “chosen one” na bakuna laban sa COVID-19 ang gobyerno, sa kabila ng kawalan pa ng Emergency Use Authorization (EUA) sa kahit na anong kumpanyang gumagawa nito.

Ayon kay Senador Panfilo Lacson, ang binabanggit ng gobyerno na Sinovac lamang ang puwedeng magamit hanggang sa Hunyo ay nagpapatunay ng pagkakaroon na ng “chosen one” na bakuna.

“Can somebody explain why preference is given to the second most expensive vaccine, has lower efficacy, a record of suspended clinical trials and has not even applied for Emergency Use Authorization (EUA) over other vaccines that cost much less, more efficacious and are about to be granted their EUAs?” banggit ni Lacson sa Twitter.

Mas makatuwiran umano para sa mga Pinoy kung ang pagtrato ng gobyerno sa Sinovac ay gagawin din sa mga bakuna ng ibang bansa na di-hamak na mas epektibo at mas mababa ang presyo, ayon sa mambabatas.

Why Choosy? Lacson Scores Sinovac’s 5-Month Headway

After telling ordinary Filipinos not to be choosy in getting their COVID vaccines, the government should apply the same line in expediting the procurement of all qualified and available vaccines, Sen. Panfilo M. Lacson said Wednesday.

Lacson noted the availability of only Sinovac until June, as well as the replies of officials at Monday’s Senate hearing, indicate China-based Sinovac is the “chosen one.”

Greed Strikes Anew: Lacson Details Mangling of 2021 Budget in the Bicameral Conference

Not even the pandemic and its crippling effects could stop the greed of some lawmakers as they toyed around with the P4.5-trillion national budget for 2021, Sen. Panfilo M. Lacson lamented Friday.

Lacson said this after the bicameral report on the budget showed not only manipulations in the Department of Public Works and Highways’ budget, but also cuts in the budgets of other departments previously approved under the Senate and House versions of the budget bill.

“Congress bicameral committee report: P83.87B of DPWH infra projects migrated to new areas while appropriations worth P55.52B disappeared. As if it wasn’t enough to satisfy their greed, they cut the budgets of other departments by P28.35B. Story of our lives,” he said on his Twitter account.

“These realignments being capricious and arbitrary on the part of the bicameral conference committee members, they did not involve proper planning by the DPWH. This explains why, as I have pointed out in my interpellation last Wednesday, year in and year out, DPWH suffers one of the lowest budget utilization rates with an annual average of P82 billion from 2011 to 2018 and even lower average disbursement rate since 2017,” he added.

Lacson: DPWH’s Dubious Appropriations a Key Starting Point for Palace Review of 2021 Budget

Dubious items in the Department of Public Works and Highways’ budget for 2021 – including double and overlapping appropriations – could be a key starting point for Malacañang in reviewing the P4.5-trillion 2021 budget bill, Sen. Panfilo M. Lacson said.

Lacson, who bared and questioned such irregularities in the DPWH’s budget in committee hearings all the way to the plenary, said he is willing to help in the review by pointing out items for potential veto.

“It is clear that questionable items such as double and overlapping appropriations should be vetoed, along with at least 793 line items for multi-purpose buildings with a uniform P1-million appropriation each,” he said in an interview on DZRH radio Thursday evening.

Ping Nagtataka sa 2021 Budgets ng DPWH at DICT

Parehong malamya ang paggastos sa kasalukuyang taon pero mas malaki ang dagdag sa pondo ng Department of Public Works and Highways (DPWH) kumpara sa Department of Information and Communications Technology (DICT) para sa 2021.

Bukod sa nabanggit na situwasyon, binanggit pa ni Senador Panfilo Lacson, vice chairman ng Senate Committee on Finance na marami ring kuwestiyonable at nasasayang lamang na pondo ang DPWH pero dinagdagan pa ng P28.348 bilyon ng bicameral panel ang badyet nito para sa papasok na taon.

Ang DICT na lubhang nangangailangan ng gastusin para sa national broadband program upang makatipid ang mga ahensiya ng pamahalaan sa bayarin sa serbisyong na mula sa pribadong sektor ay kulang-kulang P1 bilyon lamang ang idinagdag.

Lacson Questions Disproportionate Fates of DICT, DPWH Appropriations in 2021 Budget Bill

One department with a track record of underspending and questionable, wasteful projects may be getting an added P28.348 billion, while another department implementing a much-needed national broadband program is getting a “useless” increase of less than P1 billion in the 2021 budget.

Sen. Panfilo M. Lacson thus lamented on Wednesday evening the 2021 budgets of the Department of Public Works and Highways and the Department of Information and Communications Technology, after they went through the bicameral conference committee.

“As it is, at P666.474 billion as proposed under the National Expenditure Program, and we actually base this on the historical data I mentioned, we can immediately see that P82 billion cannot be used. And here we are further increasing the budget of DPWH by P28 billion… We should learn our lessons from that data,” Lacson said in his interpellation of the bicameral conference committee report of the 2021 budget.

Skeleton Infra Projects! First Day of Senate Floor Deliberations on the 2021 Budget

On the first day of floor deliberations on the P4.5-trillion 2021 budget bill, Sen. Lacson revealed several ‘skeleton projects‘ of the DPWH to illustrate “how acts of corruption are committed than by the misuse and abuse of public funds. Not anymore by the hundreds of thousands but by the millions of pesos wasted during implementation of the national budget.”

Sen. Lacson suggested that the funds for the skeleton projects, including at least P68B for multi-purpose buildings (MPBs) go to items that need funding more in the budget, such as the National Broadband Program. He also questioned the ‘FLR’ (For Later Release) practice of the DBM.

On the President’s ‘Option’ to Take a Direct Hand in Resolving the Budget Impasse

It is the President’s option to do whatever is necessary, even taking a “direct” hand in resolving the Speakership issue, with the timely passage of the 2021 national budget as his only consideration. After all, anything that has to do with national interest should involve the President.

This is one credit I would give to the President. As the leader of the coalition of political parties in the House of Representatives, I don’t think there is impropriety if he steps in to resolve the impasse between conflicting groups that are both his allies anyway. A few calls to the leaders of those coalitions can simplify matters.

Having said that, how can the Senate accept a printed copy of an unapproved House version of the budget bill, as proposed by Speaker Cayetano? We can only file a committee report once the General Appropriations Bill is transmitted to us after it has been approved on third and final reading. Why do they have to wait for Nov. 16 to approve the budget on third and final reading? I can’t understand any of this.

Our priority in the Senate remains the same – to pass on time a national budget that will allow us to deal with the effects of the pandemic. This includes scrutinizing the budget bill to make sure huge sums are not lost to incompetence or greed.
